The Community Emergency Response Team (CERT) training teaches that during a disaster, professional first responders will be extremely busy.
People who need help will not get help as soon as they would like.

The training teaches us to organize so we can help our neighbors but what does that actually look like?
Where is the Staging Area that the training tells us to go to?
What roles do we assign people?
How do we train?
How do we drill?

The Neighborhood Team Program (NTP) System was built by CERT Coordinators to answer these questions. This optional system helps Team Leaders and other Coordinators with Step-by-Step Guides, Templates, Resources, and Support.

The goal of the NTP System is to build and organize self-sufficient Neighborhood Disaster Response Teams that will deploy into their own neighborhoods immediately after a disaster such as an earthquake, to help their neighbors and find minor emergencies and mitigate them before they become major emergencies.
