Join the Board of Neighborhood Commissioners to hear from the Commission’s Ad Hoc Committee regarding amendments to the Neighborhood Council Code of Conduct. Over the next three months (dates/times below), the Commission’s Ad Hoc Committee on the Code of Conduct will report on their recommendations for revisions to the existing version of this policy. These recommendations are based on the extensive feedback received by the Committee during the 4 feedback sessions which they hosted over the past year.

Here are the meeting dates and times – all meetings are held in person at City Hall, but you may also join online or by phone via Zoom. Zoom details and the meeting room number are at the top of each meeting agenda. Free parking is also available if booked 72 hours in advance – visit for agendas and info on how to request parking:

  • Monday August 21, 2023 – 1pm

  • Monday September 18, 2023 – 1pm

  • Monday October 16, 2023 – 1pm


Neighborhood Councils can take action on this matter by voting on a Community Impact Statement (CIS) and submitting it to the new CIS Portal. Please email to obtain access to the new CIS portal. Individuals wishing to share their comments can do so by attending the upcoming meetings or by emailing the Commission at – please just make sure that it is clearly indicated that you are an NC member speaking as an individual and not on behalf of your board. At this stage in the policy review and revamp, the most effective letters and comments will be those expressing a position to support or not support the proposed changes to the policy, or those recommending minor adjustments to the proposal.


The Board of Neighborhood Commissioners is the oversight body for both the Department of Neighborhood Empowerment and the Neighborhood Council system. As part of their role, they set policies for Neighborhood Councils and NC members, including the Code of Conduct, which sets rules and guidelines for NC board members’ interactions with each other and with the public as they carry out their official roles.

The meeting will be held at 1pm in Downtown LA City Hall, room 1060; the agenda is attached to this email as well.
