It has been well over two years since neighborhood councils have had the opportunity to meet in person; nonetheless the Los Angeles City Council has been able to resume its in-person meetings. As you know, neighborhood councils function at the community level, and require a hands-on approach, which is quite impossible with only on-line meetings. This situation is having a chilling effect on the ability of our stakeholders to make their issues and concerns known. This runs counter to the role that neighborhood councils were intended to serve as ratified in the municipal code
