Summary: Community Impact Statement, North Hills West Neighborhood Council, Municipal Lobbying Ordinance CF: 22-0560 On August, 18 2022, in accordance with the Brown Act as duly agendized at our July 21, 2022 meeting, the North Hills West Neighborhood Council in a unanimous vote of 10 Yeas, 0 Nays voted in support of the amendment to the Municipal Code section 48.11, a lobbyist’ disclosure is only required for written communications to Neighborhood Councils. The North Hills West Neighborhood Council believes that the municipal code should be amended to include the same disclosure requirements for all oral presentations and public comments made at neighborhood council and committee meetings that are related to their lobbying efforts. This will ensure greater transparency at our board and committee meetings. Additionally, the North Hills West Neighborhood Council requests that similar disclosure be required at all City Council and committee meetings, as recommended by the Reseda Neighborhood Council. Further, the North Hills West Neighborhood Council concurs with the Reseda Neighborhood Council and requests that the City Council lower the non-profit exemption from $2 million in revenue to $200,000 in revenue, or $500,000 in assets to aligin with the Internal Revenue Service tax filing system.
