The North Hills West Neighborhood Council at its Special Meeting on October **, 2022 voted to oppose the extension of the Eviction Moratorium on the basis that it an undue burden on fundamental property rights.  Although we can empathize with the position of renters as a result of the COVID-19 pandemic, we find that the rights and need of landlord property owners have been violated; and that the action of the City Council is tantamount to the seizure of private property in violation of the Fourth Amendment of the United States Constitution.   Landlord property owners have financially suffered as a result of this program, many of which count on rents and receipts as income.  The City Council must come up with a more equitable solution that takes into account the rights and needs of property owners, as well as the needs of renters.
