Council File (CF) 22-0975/CHC-2022-3645-HCM designation of the historic house at 15526 Plummer St as a Historic Cultural Monument (HCM).

Next vote regarding historical status by LA City Council will be by 90 day deadline of Nov 19, 2022
The house was built in 1914 by the Plummer family,  a Mission Acres pioneering family,  and is the oldest remaining house in North Hills.
The house has been determined to be eligible for a historical property / buildings designation under Calif Criterion 1.
During discussion it was evidenced how deficient North Hills is with respect to lack of Parks / open space.
The North Hills Preservation Consortium proposal for the Plummer Street Project to restore the historic house built in 1914 on the property at 15526 Plummer Street, create a small museum depicting early California history, and create new open space for the community. The Plummer Street Project would be located at 15526 and 15544 Plummer Street.
The North Hills Preservation Consortium would facilitate funding to restore the house,  configure a museum and operate the facility.  Space would be made available for Community meetings and events.  The larger currently vacant lot immediately to the west would be developed as Community open space.

Regarding CPC-2022-5865-CU-SPR Brightstar Schools proposes to build a new charter school at the site of 15526/15544 Plummer Street.  
The currently as proposed facility would be a 2 story Charter School and encompass both lots,  the current vacant lot to the west and the existing house lot.  Also included would be an onsite parking structure.  Questions included the proximity of the 405 freeway (<500 feet) and thus use restrictions regarding pollution concerns,  especially children.

Concern regarding traffic (increase if built) was expressed,  noting the twice daily (high speed) existing bi-directional vehicle volume on Plummer
If built as a school,  it was pointed out a traffic stop light would be required for safety and it’s impact on the existing traffic at the time a school would be in operation.
It was noted that Sepulveda Middle School is 1/2 block away
And 11 elementary schools pre-exist in the area,  some of which have vacant classrooms because of reduced attendance based upon reduced population of that attending age group and families moving out of the area.
Mention was made regarding needed improvements to the existing schools,
Instead of building a new school that would profitably drain resources from existing schools.

Mr. Elijat Sugree representing Brightstar commented regarding the proposed Charter School construction.  His remarks included a description of the racist nature of development when the property was originally developed.

The North Hills West Neighborhood Council opposes the installation and maintenance of 300 to 500, 8 feet tall interactive digital as kiosks by IKE Smart City LLC as a revenue generating measure on our sidewalks and structures within our city. First and foremost, there has been no public notice or outreach made by the City to the Neighborhood Councils or to stakeholders regarding this program, as this is a fast-track measure aimed at circumventing community input.  Second, this will add to visual blight in our neighborhoods and will be an added distraction to drivers. Third, there are significant privacy concerns regarding the collection and sharing of geolocation data of individuals who pass by and use these kiosks. 

The North Hills West Neighborhood Council at its regular General Board Meeting of November 17, 2022, and duly posted in accordance with the Brown Act voted to oppose the installation and maintenance of interactive kiosks by IKE Smart City LLC by a vote of:

The North Hills West Neighborhood Council Supports the City Council motion to address the increase of charter aircraft operations at the Van Nuys Airport (VNY). For many years, our stakeholders have complained about the increased noise, hours of operation and toxic fumes generated by the operation of the Van Nuys Airport. These negative impact of the operation of the Van Nuys Airport has increased, especially during the pandemic, with the advent of “charter by seat flights” made by individuals who willing and able to pay a premium price to reserve a single seat on board a charter flight instead of flying with a commercial airline. Although this practice has been approved in Part 380 of the United States Department of Transportation regulations, the practice is clearly at odds with health and welfare of our community and its stakeholders. We therefore support the City Council motion to direct the Los Angeles World Airports and the City Attorney’s Office to investigate and report on the measures to alleviate this situation and to work with other legislative partners as needed to accomplish this goal.

SUPPORT 

The Van Nuys Airport (VNY) is a non-commercial airport that is situated in a densely populated residential area in the San Fernando Valley. The ever-increasing expansion of what was once a small municipal airport has become a severe detriment to the health and welfare of the stakeholders in the North Hills West and surrounding communities, as noted at public comments during regular City Council meetings by our stakeholders and in the media. As noted in these complaints the noise, fumes and hours of operation have significantly decreased the quality of life in the North Hills West and surrounding neighborhoods. Our residents are being choked by fumes, kept up at night, and have had their quality of their life diminished by the operation of the Van Nuys Airport. School children and teachers must stop lessons because of the excessive noise and breathe in toxic fumes on their playgrounds. The further expansion of Van Nuys Airport must stop now, and measures must be taken to mitigate the negative consequences to our stakeholders.

OPPOSITON

The North Hills West Neighborhood Council opposes the closure of Whitman Airport because its important role in providing emergency air services, fire protection service and flight training in the Northern San Fernando Valley. More importantly, the closure of Whitman Airport would increase inbound and outbound traffic to Van Nuys Airport in the Mid San Fernando Valley, which is similarly situated in a densely populated residential neighborhood. The increase of traffic at Van Nuys airport will not only shift but increase the potential for catastrophic and fatal crashes to other residential portions of the San Fernando Valley; it will not solve, but exacerbate the problem already experienced by our stakeholders. The North Hills West Neighborhood Council is acutely aware of the complaints made by its stakeholders during public comment during the City Council meetings and in the media regarding the frequency, noise and toxic emissions from Van Nuys Airport, the closure of Whitman Airport will only increase this already intolerable situation for our resident and business stakeholders. 

Thus, the North Hills West Neighborhood Council has voted at its General Board Meeting of November 17, 2022, has voted to oppose the resolution to close Whitman Airport by a vote of:

SUPPORT (FOR) IF AMENDED

The North Hills West Neighborhood Council supports in part the motion for Charter reform of the Ethics Commission but believes that this motion requires more outreach and input from Neighborhood Councils and the public before being rushed though committee and placed on the 2024 ballot.  

As to some of the recommended changes to the charter, the North Hills West Neighborhood Council suggests that: 

The Ethics Commission, not elected officials, should be responsible for vetting applications for seats on the commission.  It is unacceptable for a commission designed to provide oversight to be vetted by the same body it is intended to oversee.

Further, additional restrictions are needed for those who may serve on the Ethics

Commission and these restrictions must be fully defined including, but not limited to, the exclusion of any bidder, contractor, developer, or any other person with a direct financial interest in working for the City.

These are just a few of the concerns the North Hills West Neighborhood Council has regarding this Charter Reform measure as is, and strongly suggest that a fair and open dialogue with the City, Neighborhood Councils, and the public take place before being placed on the 2024 ballot.
